This is a study of the post war break-up of the British Empire, organized chronologically and written in narrative form. The author examines the reasons for the British giving up their Asian and African colonies after 1945 asking whether nationalism in colonial societies or indifference in Britain was the key factor in the dissolution of the British Empire. Was the decay of British power and influence an inevitable consequence of imperial decline? Did British policies in the last phase of empire reflect an acceptance of decline or the hope that it would be postponed indefinitely by timely concessions? A leading survey of British decolonization

In my opinion, this is the best short survey of British decolonization. It would be perfect for advanced undergraduate courses or graduate seminars. Every specialist knows it to be one of the classic surveys of the subject. Darwin has written many other books on the British Empire, some of them cheaper now because they are still in print, but this volume deserves a reprint and a price that is affordable enough for college courses.
John Darwin describes the process of British decolonization as the outcome of a series of mutually reinforcing changes – international, metropolitan, and colonial. Darwin particularly emphasizes the importance of the Second World War as a “trigger for an infinite series of transformations that cumulatively destroyed the old pre-war relationships.” Understanding the Second World War as a watershed lends coherence to the other causes of imperial decline, which had long existed but never before greatly threatened the European colonial empires. Mass nationalism; the decline of British economic and military strength; the growing indifference to empire in Britain; a shift towards a new non-imperial economic orientation; and the rise of the superpowers. Darwin argues that a confluence of these factors in the period after 1945 caused the dissolution of the British Empire.
Nevertheless, as Darwin argues, it must be noted that the process of decolonization moved forward slowly, unevenly, and often haphazardly. “There is no sign,” Darwin writes, “that British leaders or their advisers gave up their overriding belief that, by hook or crook, Britain should remain a great world power.” A succession of British governments of both parties reasserted British power in the Middle East, the Indian Ocean, and South East Asia, and sought in Africa and the island territories to build up the basis of an economic and strategic future based on the British Commonwealth. In the event, the decision for decolonization required “a succession of diplomatic crises” to bring British ministers to accept the realities of diminished global power. Darwin rightly emphasizes the dual impulses that gave the process of British decolonization a highly variable and indeed unique character: devolving power peacefully, but also maintaining influence in each former colony as a means of upholding claims to great-power status.
My one major criticism of Darwin's interpretation of British decolonization is that he perhaps understates the influence of colonial nationalism in causing the unraveling of empire. At the level of official policy, when it came time for British ministers to make the decision and argue their case on paper, he's right: colonial nationalism often lay in the background. But it is the context in which the whole process unfolded. Indian nationalism in particular raised the aspirations of peoples everywhere that a unified and concerted movement of anti-colonialism could force a withdrawal. Elsewhere colonial nationalism was usually the key ingredient in leading British ministers to conclude that empire was no longer a feasible prospect. In other words, ministers may have *said* that empire cost too much, that it no longer benefited trade, that it did little to enhance British claims to superpower status, and that it was becoming a drag on British military strength. But the British Empire ceased contributing to Britain's wider economic and political interests precisely because the rise of nationalism everywhere made it into a costly liability where formerly it had been a strength.
Despite this one criticism, I still think this is one of the most outstanding surveys of British decolonization available and will certainly be useful in the future as a text for undergraduates and graduate students alike.
